Harrison, Reassurance on US/Cuba Reciprocity

Leland Harrison, the Assistant Secretary to the Secretary of State, wrote to the Secretary of the Treasury, establishing that neither the United States nor Cuba had taken official steps to adjust the Reciprocity Agreement between the countries. Harrison implied that the source of rumors on this matter, probably surfaced from un-official quarters in Cuba.
