William H. Joyce, Federal Land Bank of Berkeley President, and Farm Loan Board member William S. A. Smith exchanged correspondence in October, 1918 regarding the the question of expediting the loan process either by eliminating Farm Loan Associations or just the Loan Committees within the associations.
